QUADRO- Why Russia, China, India and America should work Together’

On 28-29th Nov’ 2025, addressing the need for strengthening dialogue between major powers of the world, the CRF in collaboration with the CUTS international hosted a round-table discussion titled “QUADRO- Why Russia, China, India and America should work Together’ on 28-29th Nov’ 2025 at Trees N Tigers Reserve, Sariska, Rajasthan. The session brought together senior representatives from the strategic community, leading experts from academia and policy think tanks. Central to the deliberations was the concept of QUADRO, a proposed framework that emphasizes collective leadership among the US, China, Russia and India. The discussions underscored the urgent need to buttress the multilateral platforms, especially the G20’s institutional capacity, with several experts advocating for the establishment of a permanent secretariat to enhance the forum’s effectiveness and continuity. The discussions underscored that strengthening multilateral frameworks is essential to prevent the world from falling deeper into what economists term the Kindleberger Trap, where neither established nor emerging powers adequately provide global public goods. The conference resulted in a declaration named as ‘Sariska Consensus’, advocating for dialogue among these four nations along with key European Union members and Japan, to address global peace and Development and mitigate uncertainities arising from the potential decline of US hegemony.
