M. Jamshed is a Distinguished Fellow at CRF. He is a former senior civil servant in the Government of India, and an expert and commentator on governance and public policy with a focus on infrastructure, international connectivity, and integration.
In his illustrious career with the government, he served as Member of the Indian Railway Board, Ministry of Railways and ex - Officio Secretary to Government Of India, Administrative Member, Central Administrative Tribunal (rank of the Judge of High Court), and in other senior roles with the Indian Railways.
He has also served as Senior Advisor with the World Bank, focusing on South Asia Regional Integration, and as Regional consultant with the Asian Development Bank.During his tenure with the government, He is credited with transformative reforms in Indian Railways business development and operations. At the apex level he was closely associated with formulation and implementation of major sectoral Government policies and Budgeting. He was also administrative secretary for the CPSUs - CONCOR and IRCTC and CRIS and has served on various company Boards as Government Director.
He has led Government of India delegations to the United States, Japan , Australia, Singapore, Sri Lanka, Iran, Germany and France and was the Indian Railways focal Executive Director for UNESCAP's Trans Asian Railways project.
He has authored a number of policy papers and reports and has widely published and lectured on issues of Governance, Public policy, Budget, Infrastructure, Legal matters and social issues and was President of Centre for Transportation Research and Management (CTRAM). He writes regularly for all major national newspapers
