The Microcosm of the Indo-Pacific Power Play

Imagine a small nation, scarcely larger than the state of Haryana, yet commanding the attention of the world’s greatest powers. Djibouti, often dubbed the “superpower’s playground,” has emerged as a strategic location in the global maritime as well as military arena at the edge of the Indo-Pacific (The Economist, 2016). From the perspective of the Western world, it is the ‘starting-point’ of the Indo- pacific, or the opening for their play in the Indian ocean.

The country is a prominent example of how today’s 21st-century big power dynamics are heavily anchored on small states. They have transformed into a battleground as major powers engage in constant rivalry for dominance in the global arena. Countries like the US, China, France, Japan, Italy, Spain, and many others are scrambling for influence in the country through the establishment of military bases (Today, 2021). Each base acting as a blockade to its rival’s presence. In light of its geographical placement, the country has emerged as a focal point in the Indo-Pacific region, a region comprising the tropical waters of the Indian Ocean, and the western and Central Pacific Ocean, while providing a connect with the eastern Atlantic.

Bordered by Eritrea in the north, Somalia in the south, and Ethiopia in the west, Djibouti finds itself at the convergence of the Horn of Africa, the Middle East, and the Indian Ocean region, thereby falling into a pivotal position and serving as a crucial checkpoint in the maritime domain. Its increasing importance indicates the extent to which nations are willing to alter their foreign policy objectives through various mechanisms such as enhancing security cooperation in search of formidable power.

Despite Djibouti’s growing significance in maritime security, India has yet to fully explore Djibouti’s potential as a strategic partner. The absence of an Indian military base in this critical region highlights a missed opportunity, especially as other major powers strengthen their foothold through military presence and cooperation. With its growing stature as a leading voice in global politics, and with the advantages of its strategic autonomy, India should be looking to create a long-term strategic partnership with Djibouti.
